Vehicles operated in maximum service (VOMS) is the revenue vehicle count taken during a transit agency’s maximum season of the year, on the day of the week that this maximum occurs. It is not taken on a day when a special event or other extreme set of circumstances would cause the resulting tally to represent a onetime event rather than a recurring maximum service requirement.
